Thomas Marra, Director of Capital Improvements

The Funding & Asset Planning Department is responsible for the administration, coordination, and implementation of the Fayette County Housing Authority’s Capital Fund and Development Programs.

The Capital Fund and Development Programs consist of construction, development, and compliance of the Authority’s Annual and Five Year Plan, Public Housing Rehabilitation and Modernization, Mixed-Finance Applications, and Funding all of which are organized and maintained to ensure the funds are obligated and expended by requirements set forth by the U.S. Department of Housing & Urban Development (HUD).

These processes include coordination of Department Staff with Architects and Engineers for planning and preliminary stages of drawings, specifications, and Section 504 Accessibility Compliance; Preparation and submission of Performance and Evaluation Reports; Tracking of modernization budgets and contracts; Advertisement and execution of construction contracts; and management of Authority Wide Security and Security Services.

Department staff must continually maintain current understanding of applicable building codes, Uniform Federal Accessibility Standards and ordinances to ensure new construction, alterations, and renovations are compliant with contract provisions and architectural and engineering plans as each project is initiated and completed.

A copy of the Admissions and Continued Occupancy Policy (ACOP), Annual Plan, and Five Year Plan are available at the administration office and site offices.
